Error 0x80000015 iPod is disabled

Running Windows 10 upated to the latest version and my Itunes is updated to version 12.7.3. I have followed the instructions to update or restore the Ipod Touch. The Ipod appears to link to Itunes, update software is downloaded and verified, and the Ipod restarts, but reverts at the very end to "Itunes could not connect to this Ipod Touch. An unkown error occurred (0x8000015)". What else is there to try?
