Historic Health and Activity data is stored on your iPhone, not on your Apple Watch.
If you have deleted the data that was associated with that particular Apple Watch as a data source, then the only way to recover the data would be by restoring your iPhone from an encrypted backup.
If you have an encrypted backup (which includes Health and Activity data) from before the point at which the data was lost, then the missing data can be recovered by restoring your iPhone from that encrypted backup. However, keep in mind that any new activity since the date of that backup would be lost.
iCloud backups are encrypted as standard. When backing up using iTunes, backups are only encrypted if the option to "Encrypt iPhone backup" has been selected:

- Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
(Note that re-pairing the Apple Watch to your iPhone would not result in the lost data being restored).
