Has anyone heard of the "corpse bug"? It affects startup after downloading the High Sierra upgrade. Progress bar goes to 99% then stops. My Apple store re-installed High Sierra and said the "corpse bug" is from the upload only. Apple is aware of the problem, but since software is not warrantied, they will not pay for the $50 cost of the new software install.

I don't know what you're describing. I'm confused by most of what you wrote. There is no need to pay anyone for anything.
Please read How to reinstall macOS - Apple Support.
Choose the startup key chord that results in "Upgrading to the latest macOS that is compatible with your Mac." Do that, then reinstall macOS. See if that works.
If the computer cannot get past the startup, then there is no access to the computer to reinstall OS. I tried Safe and Recovery Mode, but with the same results... progress bar stops at 99% with no access to the computer. The Apple store tech says they've reinstalled OS to several other computers after people downloaded High Sierra, and Apple recognizes the problem. The tech guy called it a "corpse bug". My computer is fine after they reinstalled OS. I just wanted to see if anyone else had this problem.

Should you have this same problem, save your money by just backing up, erasing the drive, and reinstalling macOS.
Just to be clear, were you unable to boot macOS even when using the ⌥ ⌘ R startup key chord? Is your Mac working now? Can you use that key chord now?
Did you pay an Apple Store $50? Which Apple Store was it?
Pay $50 for what and to whom? No one has heard of it as far as I can tell. Document it or forget it. You've been had.

Yes, I tried everything to reboot. It always stopped at 99%. Everything is working fine. The store recommended I take up the issue with Apple. Thank you for your time... much appreciated...
Unless it's been documented by Apple it doesn't exist as a bug no matter what they say at your local Apple Store.
