I would also recommend that when your device attempts to connect to your neighbor's wi-fi that you select Forget This Network to prevent your phone from trying to connect to it in the first place.
Do you have Ask to Join Networks turned on? I'm surprised that it is auto-joining this network, if you have tapped on Forget this Network.
I do that everyday and it still turns itself back on sometime in the morning. It told me with the last update in a pop up when I very first turned off WiFi that it would now turn back on daily itself
I’ve done it many times it won’t forget it
I did so I turned that off and hit forget network, I’ll see if it stops now maybe. It’s a non password protected WiFi
