iOS updates no longer can be deleted?

I go into my general setting to storage to delete the automatically downloaded iOS update and after I hit the big red “delete update” button and I see nothing happens. It just takes me back to the previous menu and the update remains. *** Can’t delete on iPad or iPhone!
