apple id verification code frozen

I am trying to set up my new phone restoring from icloud backup - every time i try to verify my apple id through 2 factor verification I type in the code from my ipad and nothing happens. there is no 'go' or 'ok button, there is just a pinwheel in the corner but nothing else.

I understand from your post that after entering your verification code on your iPhone nothing happens except a pinwheel. First, restart your iPhone and try it again. Restart your iPhone, iPad, or iPod touch - Apple Support

If you are using Wi-Fi, switch to cellular and see if the issue persists. Or if you are using cellular switch to Wi-Fi and try again.

If the issue persists and you are connected to Wi-Fi, refresh the Wi-Fi connection using the steps from the following article:

If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network - Apple Support
