when I try to download High Sierra to create a bootable external hard drive, once I push the download button, I get the installer but high Sierra will not download. Once I open the installer, it tries to install on my current internal hard drive. Once I close the installer with Command-Q, it does not download.

You already downloaded the installer. It's called "Install macOS High Sierra" and is in your Applications folder. When the installer runs it should have a button saying "Show All Disks" or something like that. If you have an external disk you can install to it will be in the list.
Try setting up another admin user account to see if the same problem continues. Also try the Safe Mode.
