Problem with latest update on my iPhone 6.

My phone recently updated to the software 11.2.6 and now my text messages are constantly locking up when I type in a name on the address bar. Messaging just locks up and I have to completely close the App and start over several times before it will work. I am also experiencing issues with Safari not loading properly and giving me a message that the websites require cookies to be turned on for best experience. This issue here is that my “Allow Cookies” is already turned on but apparently Safari can’t see that. Very frustrated.
