What does Reset Protected Data Mean?

I have a couple of iPads for our company that I use at our different locations. One of our locations set up 2 step verification and now they can't remember the passcode they used for it. I clicked on "forgot passcode" and it brought up Reset Protected Data but I don't understand what that means and what it entails. Please advise. Thank you!

Brand new iPad asking for passcode...but I never set one up! I've just unboxed a brand new iPad for work and proceeded to create a new Apple account for it (didn't want to use my personal Apple ID). I entered my email address and mobile phone number. There was a delay with the verification code coming through (about 5 minutes, I'm in a poor signal area) and by the time it did the iPad screen had gone dark. Forgotten passcode Hey, i know that in website its said that there is no way to pass the passcode without deleting all the data inside it. but i really have very important stuff there. shouldn't apple have another way to verify the person who is the really owner of the phone because what I been told that this move apple made it as protection from thefts help please...

It will reset your iCloud Keychain.
