When I select Cmd-Q to close an application, the application is not closing. I must force quit to completely close the app(s). This is a new issue for me, and because it is new, I don't know if there is really a problem, or not. I am using a MacBook Pro (mid 2015) with OS 10.13.3 High Sierra. I wonder if the issue is caused by High Sierra?

Yes, it is a problem, application should quit with command-q. You might try re-applying the 10.13.3 Combo Update.

Download macOS High Sierra 10.13.3 Combo Update

The Combo Update is a fuller install, as opposed to an incremental "delta" update, so it should overwrite any files that are damaged or missing. It does not matter if you have applied it before. It should preserve all your data and settings but that said you should always have a backup.
