No, any such popup message will be a scam.
Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support
It is a FRAUD, Just reboot your iPhone and be careful when surfing the web.
Rebooting the device won't do anything. Just don't go back to the site. At worst, the most involved thing a user would have to do is go into Settings and clear the data history for Safari.
