MacOS Sierra 10.13.3

iPhotos version 3.0 (3251.12.190)

it doesn't close the iPhoto app, for a week, it's showing "closing the library" and it doesn't let me restar the system

Use Force Quit from the apple menu in the upper left corner of the main menu bar, and then restart the Mac.
