App Store Ratings

Is the app store ratings for applications global or specific to the country where I am?

For instance, when I look at the rating of an app from my mobile it is 3.9 while I look at it through a browser on my laptop, it is 3.7.

Why is there a difference?

And which rating should I trust?

I want to see both global ratings and ratings specific to a single country. Is there a way to do that?
