account recovery question (apple id)

My wife has two factor authentication, but she cannot remember her apple id password and she is not currently signed on her device to her icloud, so when we try to get a reset, the authentication code is not getting through.

So, my question regarding the Account Recovery of the Apple ID, does it shut down her ability to use her phone (since she does know her phone's passcode and it is otherwise working fine) while the recovery takes place to get her apple ID reset so she can again access her icloud?

To the best of my knowledge, the only things affected are items/apps requiring the Apple ID such as iCloud, iTunes, and the App Store. Everything else should work.
