Footnotes not an option?

I am trying to add footnotes to a document but when I click on insert the footnote option is grayed out. Why is that?? I’m going crazy trying to figure this out!

I’m using Pages version 6.2 on Sierra 10.12.6

You have a lengthy, custom table that spans over a dozen pages. There is no automatic conversion of table to body text, and you will lose the existing table layout, and structured appearance if you do so manually.

At no small time investment, you start with a new blank template document, and copy/paste your text content into a preferred list format. Insert a table with one column, and the rows you need for your outline. You align the table to the right-margin, and adjust after paragraph size for the list, and row height for your table to align list with input fields. In the following, I have set the bottom borders of the table cells to 2 pt. In the Arrange tab, I have set Text Wrap to None, so that the table can be positioned adjacent to the list.

This is the only way I can think of that will allow you to use footnotes with the list content, and retain your tabular input structure. You may decide that the amount of fiddling work to convert is not worth your time.
