Apple Pay fails on Web Sites

Apple Pay works great for me in stores, but fails badly on web sites...

When I'm at a web site, I click the Apple Pay button .. and up comes the Apple Pay sheet with all my details. I confirm the Apple Pay on my watch, when then says "Processing..." for about 45 seconds, and then apparently gives up .. and nothing happens on the web site (I have to click Cancel to give up on using Apple Pay).

This happens all the time. Anyone know what is causing this, I'm pretty disappointed by the whole fragile experience.

To clarify. I'm using Safari on my Mac (which does have TouchID as you note), but it's in clamshell mode with external monitor. So, quite correctly, it asks me to use my Apple Watch (actually I'd have preferred it ask to use my iPhone, but whatever). So the Safari Apple Pay dialog asks to confirm on my watch, which I do .. then I get "Processing..." on my watch and nothing happens.
