Toward the top of Settings > General > iPhone Storage, right under the bar graph showing your used storage but above the individual applications, you should see a "Recommendations" area.

As mentioned before, I have factory/hard reset it. (I cleared all settings and content, hence why it is at a decent storage usage.) This will only stay low for a couple of days then the original issue will return. I’ve done the same thing one other time.
Unfortunately, it did not help any. I have factory restarted my phone for now and that'll have to just be the solution for now. Thank you for all your help and time.
If that happened to me, I would restore the iPhone. That should certainly lower the 14¾GB number substantially.

Okay. I am trying your suggestion out. Thank you for the help. I will update whether it works or not.
I think you're saying you did the restore and once it was complete, you still found "System" was using 14¾GB. If so, I'm very surprised.

Well, your latest screen shot seems to indicate you are (only) using 6.7GB!
That looks just fine 🙂 There is no problem there at all.
OK, then you have some corrupt application. It will be tough to figure out each one, but you should remove apps and put them back slowly ...
