Can't create new Apple ID

An unknown error is shown after submitting email with verification code. 400 error is shown in Safari console

MacBook Pro with Retina display, macOS Sierra (10.12.6), Safari 11.0, country - Belarus

Good catch, Eric. Seems password was too strong (including special symbols). But I still get 400 error and response body is

If you read the top error message, it states there is an unexpected semi-colon at character position 14. Have you tried again in case you made a typo?
