app store not showing tabs on macos 10.13

I had a discussion about this topic before, I don't know where it went... anyway, here we go again:

The App Store app doesn't show the tabs on top, Featured, Top Charts, Categories... etc. Furthermore, the corresponding menu items under Store are missing too. A safe boot would restore things to their normal behavior, but after a short while it's back.

maybe there's a way to uninstall then reinstall it? or?...
