I don't want all my photos that I am transferring to ICloud off my Laptop (an Acer - not a Mac) to appear on my Ipad and my Iphone as there is not enough space - My photo folder is over 200GB - thanks Jan

Then don't sync iCloud Photo Library to your devices. It is an all or nothing sync. To increase space available, go Settings/Your Name/iCloud/Photos and select Optimize iPhone/iPad Storage. That will reduce the space required by about 90% when fully effective.
