Can't FaceTime one contact

I have an iPhone 6. The person I'm trying to contact has the newest iPad. We both have just updated our devices with the latest iOS. They can FaceTime me, but the only way I can FaceTime them is by selecting FaceTime in a recent call. It just doesn't show up for their contact.

I've had three other people try to contact this person and they all could FaceTime them with no problems. To further complicate things, I can iMessage them. I just can't FaceTime them. They don't have me blocked. I don't have them blocked.

I've tried
multiple soft reboots

multiple hard reboots

signing in and out of FaceTime and iMessage

Deleting the contact and re-adding it

FaceTime overboth both wi-fi and cellular data

I've got FaceTime activated in cellular data. Anyone have any idea WHY I can't contact this one person and only this one person?

I’ve spent hours on this and spoken to five different people at Apple. I’m unwilling to do a re-set. The work around I found was to add MY email address to their contact info in my phone. ta-da. Now I can call their iPad.

Is this ideal? No. Its not. But it works and I’ve wasted way too much time on this.
