How do you delete or turn off apps in ios 11? They don't show up when you plug in and sync on my computer, and you can't double click on the phone screen to make them "bounce". How do I do this?

Press and hold an app. It should jiggle. Then tap the X then tap Delete.

You may need to update iTunes on your computer.

iTunes will run you ragged if you keep it. Go to settings and hit cellular and turn off whatever apps you don't use plus the Siri on those apps. Open restrictions in general and check that as well, restrict what u don't use.
