Unable to Add Card to Wallet for Apple Pay

iPhone 6s, iOS 11.2.6

I have two cards from Bank of America. I was able to scan and add one to Apple Pay in February with no problem at all. Worked first time.

I am unable to add the second BofA card (different account number) that I just received. It scans fine and all the data is correct. It has been activated with the bank and is ready for use. Every time I try I get an error message that says:

Could Not Add Card

Try again later or contact

your card issuer for more

information.

I contacted Bank of America. They said everything was fine on their end and that there was nothing further they could do.

I've tried a force-restart of the phone, but that didn't change anything.

My phone's region is set to the United States.

Right now I have three debit/credit cards in the wallet. Is there some sort of limit that I'm not aware of?
