Stop junk from popping up on my iPad

I keep getting pop up junk while on my iPad from here and it blocks my screen until I click on it I cannot continue.

Pop up screens On an iPad Pro, when searching or choosing an option in a program, a full screen pops up, with an explanation related to the next screen. The problem is that all (I think) pop ups have been blocked in Settings. There seems to be no way to move on to the next screen. Can anyone help?
