Icloud “folder” app for ipad will not open ??

Folder app only flashes on screen - will not open on ipad. After double-clicking to see all open programs, the folder app is open there.??? Any suggestions, and thank you.

Have you tried restarting the device or perhaps logging out of the device and logging back into it? Turning iCloud Drive syncing off/on under Settings > Apple ID > iCloud > iCloud Drive?
