I used to use Image Capture all the time to transfer pictures from my iPhone to MacBook Pro. Now it freezes during a transfer and then once I restart (it and/or computer) it won't even see photos on my phone. Yes the phone is unlocked during all of this.
I don't want to use iCloud or iPhoto. I have too many pictures to AirDrop them all.

Do you have iCloud photo library and optimize phone storage enabled? Check by going to settings, your name, iCloud, photos. If those two are enabled, then your photos are already stored in the cloud and you can turn on iCloud photo library in photos to download them to your Mac. If that's not the case, then start by trying this in safe mode.

If the issue persists in safe mode, try another user account. If the issue also happens in another user, then you should reinstall macOS.
