iPhone can't download photo from iCloud photo library

my iPhone 8 is using iCloud photo library, with optimise my iPhone storage switched on.

So, now, when I try to open a photo on my iPhone 8 camera roll, the photo looks blur and it can't be downloaded via 4G, downloading only possible via WiFi, why ?

Make sure the phone is plugged in and connected to WiFi.
