I am not able to find the Icloud Music Library option in the iTunes preference on my Mac. Any ideas
I have Mac OS high Sierra.

I think you need Apple Music subscription to be able to access iCloud music library, or Match - do you subscribe to that?

I don't have an active Apple Music membership.
No. I didn't yet subscribe to that, I thought that the ICloud music library works without subscription like photos, contacts, calander ...etc

No, iCloud Music Library is a feature of the iTunes Match or Apple Music subscription services.
