Albums in Photos (Mac) sync iCloud Photos

Hi,

I have all my photos organised on Photos (app with Mac) and I have put them all into albums (normal album not smart album)

I have synced Photos with iCloud, and iCloud duplicated all of the album names, however only 5 photos are in the albums I set, every album is empty except these 5 photos. iCloud synced all the photos from Photos app, but on iCloud they are not stored in the albums (except for the 5)

How can I get iCloud to sync the albums.. new photos are syncing, but the albums aren't syncing - is there a reason why?

I've checked on all my iOS devices, and on iCloud.com - the albums are empty.

I've tried closing and re-opening Photos. I've also tried (in Photos) switching off iCloud Library / Photostream / iCloud Photo Sharing in preferences, restarting Photos, then switching back on again. I've also tried switching these off in iCloud settings on my iOS devices (iPhone X iOS 11.3 and iPhone 5s iOS 11.2.6)

So again Photos (Mac), iCloud, and iOS devices are syncing photos - but are not syncing albums (well they started then stopped - and it has been 2 weeks since)

Any help would be appreciated
