Can't change Safari settings

I've been experiencing a problem with Safari where I can't change the homepage or the default search option (e.g. Google, Bing, etc). If I restart the iMac in safe mode, then I CAN change things. But after restarting again normally, although the changes made in safe mode remain, I can't make any further changes (without using safe mode).

I wonder if this is related to another problem I had recently, where I wasn't allowed to install an anti-virus programme - the button to 'allow' the programme to run didn't work.

Any help much appreciated.

Gareth.
