Why is icloud saying my empty library exceeds available storage?

I want to sync icloud photo library with the photo app on my mac book. I've deleted all my photos everywhere (my iphone, icloud, mac photos), including the recently deleted. It is insisting I upgrade because my empty library exceeds the storage limit.


How

Why

I do not want an upgrade, I will move and delete files when it fills.


I do not want to store all my files in icloud, I just want my most recent files accessible from all my devices.

iCloud is an all or nothing sync. Export the photos you want synced from your current Library. Reopen Photos with the option/alt key held down and create a new system Library and import the exported photos into the new Library. Added photos can be exported from the new Library and imported into the Master Library. Turn off iCloud syncing when reverting to the Master Library.
