Where is your Photos Library stored?

In the most cases I have seen the reason for this error has been the file system format of the drive where the Photos Library is stored. If your Photos Library is on an external drive, the file system of the drive should be MacOS Extended (Journaled) and not case-sensitive.

For other users the update to MacOS Sierra, v 10.12.2. fixed it. Your system version is newer, so that should not be the problem. Are you using the original Apple USB cable? If not, try a different cable and try a different USB port.

If you have not done so, try restart the Mac in Safe mode. Photos will be terribly slow, but this will clean system caches and disable temporarily third party system extensions. Try to import your videos while in Safe Mode to see, if this makes a difference, If yes, you may have software installed, that added incompatible system extensions.

Yes, Carolyn, I realize. I've been using MAC products professionally since 1993.

I do know Apple Moderates, and thank God they do see messages here because they don't seem to pay attention to them anywhere else. The point is that Apple leaves it to their users do fumble their own way out of the dark. Apple is the undisputed KING of Sales and Marketing but continues to drop the ball on support just as they have for the last 25 years.
