Yes. Both iCloud and iTunes backups include messages.

I restored an iCloud backup to a new iPhone and the messages didn't transfer, so I was looking into trying it with iTunes instead. Maybe I did something wrong with the iCloud method. At any rate, I appreciate the response & will try the iTunes restore tomorrow.
See About backups for iOS devices - Apple Support. I don't see an explicit answer, but noting that messages in an iPhone backup wouldn't be included if you restored the backup to an iPad suggests that ordinarily that answer is yes.
