Apple Pay error. Touch ID or passcode required.

Running iOS 11.3 7 plus.

Apple Pay gives the error “Touch ID or Passcode required“ but I’ve already double tapped the home button to open Apple Pay and have the option on for “rest finger to unlock”.

I tried to delete finger prints, turned of Touch ID and restarted the device with no luck.

iPhone 4S, iOS 5.0.1

I solved this by removing the cards in wallet and then adding them again.
