How do I access photos on iCloud with a different Apple ID?

My wife now has a new iPad Mini 4 that I set up with her own Apple ID. It's all working fine, but of course it doesn't connect with our photos saved in the iCloud (under my Apple ID). Is there any way we can set up her iPad so she can access and upload those photos? Can I set up two Apple IDs on her iPad so she can sign in and reach our photos?

No, sorry, but you cannot. However, you do have two options for sharing the photos:

1. Set up Family Sharing and put the photos in the Family Sharing album:

Apple - iCloud - Family Sharing

Family Sharing - Apple Support

2. Send the photos to her via iCloud Photo Sharing:

iCloud Photo Sharing - Apple Support
