Problem with iPhone-to-PC file transfer

I have an iPhone 7 and a late model PC running Windows 10. When I connect the iPhone to the PC by cable in order to download camera files, I can navigate to see the camera files (photo/video) using File Explorer, but after a short period Explorer shuts down, then reopens back to the root iPhone Internal Storage folder. This closing and reopening cycle will repeat endlessly every few seconds. I haven't been able to fix this. I believe my iOS, Windows 10, and iTunes are all up to date. On occasion I have actually transferred files, but usually Explorer shuts down before I can even get it started.

Pretty sure there is no connection problem, port is clean and same behavior with different cables.

I can get to the full list of iPhone photo/video files on Explorer, and if it holds still long enough try a drag-and-drop copy (which has worked intermittently). Most recently got the error: This device is unreachable.

When I first brought up today, it displayed thumbnails and I transferred one file. Then it reverted to icons, and "device is unreachable" message. Subsequently it won't even list the files.

I tried it again and then was actually able to transfer a 3GB file, but the next try and the files were unreachable though still showing in the file list.
