I bought a new computer and all my albums are sharing over except my 2016 albums. Why is this?

My iCloud.com is way out of date and showing old albums I no longer have and not showing new albums. I can log in to all my accounts with the same login/password. How do I get my iCloud to update? do I need to do anything with Time Machine? And what is that? Or is there any easier fix to getting my iCloud photos to all sync on all my devices?
