How do you file a complaint on a billing and support manager?

I escalated a billing issue and was speaking to Derrick a “Sr specialist” in the billing group who was very rude. I in turn asked to escalate my issue beyond him, in which he responded “there is no one higher than me.” Clearly not true so I asked how would I file a presidential complaint, he stated go to Apple.com and look for info there. I asked him for guidance because I didn’t see the option on the page, he refused and hung up in my face. I’m very disappointed as a consumer because I’m #TeamApple but the experience with this “Sr Representative” has changed the respect I have for the company. I will file my complaint but wanted to voice my opinion to the community. Terrible customer service. Highly disappointed.
