I am in Preview Version 9.0 and running Sierra 10.12.6 on a MacbookPro with a storage capacity of 1T. I thought that my text boxes in Preview were justify left align until I needed it to do just that. Cannot for the life of me get it to not center text in text boxes. I noticed that there was a thread 6 pages long in 2011 -2014 with no resolve from Apple. So started new thread . HELP!!!

It's entirely possible to do, although not completely obvious.
In Preview, first enable the Editing toolbar:
Then add your text box:
Finally, with the text box selected, set your alignment in the Text Style popup:

When you select Markup and T and type something in the box, if you click on the A icon at top left you should get alignment options. Is this -- centering -- happening even if you select align left?
