iPhone 7+, iOS v. 11.3.1, macOS v.10.13.4 (Photos Version 3.0 (3271.13.150)).
Photos are shared via iCloud photo library.
Photos are shot to HEIC format, portrait mode.
When the same photo is previewed in macOS photos app it applies blur effect incorrectly.
Compare:
iMac, macOS High Sierra (10.13.1)
i have same issue, but Apple doesn't fix it. It's started from first version MacOS 10.13

I'm using the iPhone X and not iPhone 7, but the portrait mode is only working well for me, when the iPhone is taking the depth effect photos in Portrait orientation. When I am holding the iPhone in landscape orientation, the depth map seems to be rotated after trying to edit and the wrong parts of the photo are blurry.
I notice, that all blurry photos I have seen posted here are in landscape orientation too.
I have temporary solution for this.
You need make a photos to JPG format. It's not have depth map and the photos is edited without problems.
But the old photos in the HEIC format will still not be edited correctly. They needs convert to JPG or wait when Apple fix it.
This is obvious Apple bug, easily 100% reproducible. It looks like that two Photos apps (iOS and macOS) differently interpreter metadata responsible for blurriness and saved into a new HEIC format. It seems that bug is in macOS Photos app.
I reported this as bug to Feedback - Photos - Apple and Apple Bug reporter. Hope it will not take ages to fix it.
I reported this issue as a bug in Apple bug reporter. System assigned it a number 40023130. Later Apple indicated that it duplacates to older bug 36556121. So, this is a known bug to them. Hope it will be fixed soon.
Update: blur effect is applied incorrectly immediately after photo is put to EDIT mode.
