iTunesMobileDevice.dll is not designed to run

I've been having this problem for quite a while now, I tried downloading iTunes and every single time it would say "C:\Program Files\Common Files\Apple\Mobile Device Support\iTunesMobileDevice.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support."

I downloaded the setup.exe from the Apple webiste, I've tried removing all files related to Apple.Inc and reinstalling iTunes. Tried the option "Repair" in the control panel, tried removing Apple software update and iTunes altogether and reinstalling, nothing worked. Could anyone please help?

Intel Core Core i5-4440 CPU @ 3.10GHz

8GB Ram

64-bit operation system

Windows 7 Ultimate

The components for iTunes and other related Apple services do need to be removed in a specific order to ensure the process is completed properly, so what I would recommend is following the steps in Remove and reinstall iTunes and related software components for Windows 7 and later - Apple Support exactly as they're laid out--do not skip any steps or do steps father down the list before steps earlier in the list.
