Messages in iCloud is currently disabled Repair Account

I can't communicate through iMessage through my computer, phone, iPad. Some messages are going through some are not. I received an email that someone was using my iCloud account so I changed the password. Since then I am having all kinds of problems. Now my phone gives the above message Messages in iCloud is currently disabled Repair Account. I've looked at the help desk and followed others suggestions and it didn't help. Someone else said it was a bug. Please help. I have a iPhone 7plus running iOS 11.3.1

I understand from your post that after changing your password you are not able to use iMessage as some messages are going through and others are not. In a situation like this make sure you have updated your new password in all the places you use your Apple ID.
