reset ipad and gave to a friend

she now wants to download apps. It asks for email and password. What should she do. ipad does not appear in my icloud.

How exactly did you reset it? Do you mean you restored it to factory condition?

Did you follow the steps here? What to do before you sell or give away your iPhone, iPad, or iPod touch - Apple Support

Is it asking for your Apple ID? Or some other Apple ID?

Did your friend setup the iPad with their Apple ID at any point?
