script editor launch behavior

When I open Script Editor on one of my Macs it launches an open file dialog. On the other Mac it starts a new untitled script. I would prefer that both devices launch the file open dialog. I cannot find a setting in Preferences to control this behavior. Both Macs are running Script Editor 2.10 (194) and AppleScript 2.7. Both Macs are running macOS 10.13.4. The Mac that opens a file dialog is a late 2014 Mac mini. The Mac that opens an untitled script is a late 2011 MacBook Pro, 17 in.

In System Preferences : iCloud : iCloud Drive : Options panel, select Script Editor. Now it will always pop a File Chooser center screen. The downside of this is that a script that you save to your local filesystem, will also have an alias written into the Script Editor folder on iCloud Drive. I didn't care for that redundancy.
