I need more ways to distinguish phone numbers in contacts. For example- someone has a work (office) number, a work mobile number, a home mobile number, etc. So just choosing mobile, home, work number isn’t enough anymore. You used to be able to add a custom label, but not anymore. The same labels that have been there since the beginning are still there- probably not a lot of people with pager numbers anymore!

I'm not sure that is going to happen. I've seen this restriction in Exchange for several versions of iOS. Not sure how/why it has been handled, but I know that I don't have a problem with mine, since I don't have my Exchange contacts turned on.

I do have Exchange on my phone! But that didn’t used to interfere with the labels. I’ve been using an iPhone as both my personal and work phone since iPhone 4. Hopefully it’s an Apple “thing” they’ll fix. Thanks!
In fact, you can add custom labels. See screenshot of iOS 11.4.

Mine doesn’t show that. I’m running 11.4 on an iPhone 8.
Do you possibly have an Exchange account on your device and are using it for your contacts? That would prevent you from doing this.
I don’t have much choice. Keep exchange contacts on my iPhone or carry a 2nd phone, a work issued Samsung. Not! Thanks for your answer. Now at least I know why.
