Buy Applecare+ in Belgium

Hi,

I live in Belgium and just bought a new iPhone 7 Plus online. However, when I would like to purchase Applecare + online, it's not availiable when I valid the serial number on the Belgian website.

Can I purchase the service from the neighbor countries, like France, Germany, or Nederland and get the service in Belgium Apple Stores?
