Cannot enable Messages on iCloud 10.13.5
iMac, macOS High Sierra (10.13.5)
Make sure all your iOS devices have iCloud messages turned on first, and one thing I saw elsewhere that someone mentioned was that he needed to enable his iCloud Keychain then the option for Messages on iCloud showed up on macOS.

2FA was enabled on this iMac as well as all my other devices, so this is not the answer. Additionally, the article you linked to doesn't even mention 2FA as a requirement.
Also note that I was able to get it working on my MacBook Pro. I'm still stumped.
Yes 2FA is needed,
Before you begin
Try downloading the Combo Update and install it.

Perhaps it was a glitch in the update.
FWIW, similar iMac to yours and it works fine for me. Also, I do not
have iCloud Keychain enabled and never have. So, it is not directly
responsible. However, maybe turning it on and off forces some "refresh"
of some preference somewhere.
It seems that Keychain must also be enabled in iCloud. I'm pretty sure that was the default when keychain syncing became an option many versions ago. Mine was purposely disabled and Messages in iCloud did not work until enabling Keychain too.
Sad!
Hi dmacpher, that's good to know. I wonder if the keychain data will be left on the servers.
I'm still waiting for my phone to get all the messages that are on the Mac. It doesn't show any indication of whether or not that's in progress or will eventually happen. The phone's messages were already uploaded a couple of days ago.
I think their message syncing is still going to be troublesome for older messages. Not really a big deal to me, but would like to see that it works.
I checked the security tab for my iCloud account ID on the iMAC and 2FA is active and verified. So something else is preventing the check box for iCloud messages from being displayed.
Try signing out then back in.
Yup. Tried that too... no joy. Also tried rebooting. Still no luck.
Where did you sign out from?
From the iCloud account in Setting/iCloud
Try in Messages > Preferences... > Accounts
Thank-you! Enabling iCloud Keychain was required to enable iCloud Messages on my iMac.
