Cannot enable Messages on iCloud 10.13.5

I've just upgraded to 10.13.5 on my iMac and the option to enable iCloud Messages isn't available (see screenshot). The checkbox to enable iCloud Messages is missing (it was there on my MacBook Pro). Anyone have any ideas?

Yes 2FA is needed,

Before you begin

Update your iPhone and iPad to the latest iOS and your Mac to the latest macOS.
Set up iCloud and make sure that you’re signed in with the same Apple ID on all of your devices.
Turn on two-factor authentication for your Apple ID.
