I purchased an app PdfReaderPro. It kept closing on me and so I deleted it and reinstalled it. I have lost all my PDFs. They were supposed to be in the cloud.

I don’t know what you mean by ‘files’. I am on an iPad Pro and using the Apple pencil which I love, by the way, and download a lot of purchased knitting designs and I could rename them, move them, write on them, highlight them, etc. I saw in the information about this app that it was highly regarded by Apple and since I am an Apple freak I thought this to be safe. It was entitled: “Pdf Reader Pro”. I was not limited in the number of files I could add. I made sure it was in the Cloud and since my first writing to this group I contacted the developer “Readdle” and they have written me with some suggestions. I have not had time to do what they said yet so time will tell. Thank you for your suggestions.

Generic term for any item on a device's storage drive. That could be a system file, a font, a Word document, etc. Per this conversation, it would mainly refer to your PDF files.
I was contacted by the app creator and he offered some help via computer through iTunes. I tried his suggestions to no avail. I’ll just have to swallow the loss I guess and forget about apps unless purchased directly from Apple. I own a Mac book but it is 10 years old and use it rarely. I had not backed my iPad up before but now have done so. Some lessons are hard to swallow. Thanks for trying to help

Too late, but why would you purchase a third party app just for reading PDFs? Preview already does that (though not always very well). But if you’re going to use anything, the best reader is the free Acrobat Reader from Adobe. PDF is their format and having the latest Reader means you will never have a PDF that won’t display properly. At least, as long as it’s not damaged.
Unknown what you mean by "manage", as there's a lot of possibilities when it comes to files. I have it on my iPad and it shows the name of any PDF you've opened so you can quickly access it again. Though that may be what you mean. It's just a long list (if you've viewed a lot of PDFs) with no meaningful way to group them.
That is a very major bug in PDF Reader Pro. It's just a reader. It shouldn't even have an ability to delete files. I just looked from my iPhone and it's not easy to tell which one you have. There's at least three completely different apps with the same name.
backup early. backup often. You should backup your mac book. Apple's iCloud service is for sharing your files among your devices. It's not for backup. When you delete an app, all the files used in the app are deleted too. You have to have them in some other location to get them back.
