Why won't Bluetooth turn off permanently?

I always keep bluetooth off and I just updated to 11.4 a few days ago and made sure it was off afterwards and it appeared to be off... but last night, I was too tired to sleep and I had swiped up on my iPhone 6 screen to use flashlight, but bluetooth was on. On top of that, it wasn't showing the little bluetooth icon on the upper right of home screen? So I touched to turn it off and then went into settings to make sure, but it was still showing ON? Underneath that, it said 'Allow New Connections', underneath that, it said, 'New Bluetooth connections have been turned off from Control Center'. Under that it showed 'Devices' with the swirly thingy spinning forever. Not only that, I kept touching it to slide it off, but it wouldn't budge. I took screen shot (I inserted below), I then turned off phone and turned back on and I was able to turn off in settings finally. Now, when I turn on Bluetooth today, it doesn't show all that? What did it mean to say 'allow new connections', but then says 'new bluetooth connections turned off from CC'? Does that mean someone was collecting my info via bluetooth? Is there anyway to view a history of? Any opinions/solutions are very appreciated!
